US drug-overdose mortality intelligence (monthly)

Monthly drug-overdose mortality intelligence from the CDC's keyless VSRR Provisional Drug Overdose Death Counts endpoint (U.S. public domain): 53 jurisdictions (50 states + DC + New York City + Puerto Rico) x 136 trailing 12-month-ending months (2015-01 -> latest) as a state-month panel. Agent-side intelligence: reported vs model-predicted 12-month-ending deaths, completeness and pending-investigation shares, overdose share of all-cause deaths, six drug-category counts (opioids, synthetic opioids excl. methadone, psychostimulants, cocaine, heroin, methadone) with non-additive mix shares, year-over-year change of the 12-month window, state share of the national total, provisional/declining/surging/record flags, and a documented 0-100 within-month overdose-burden score (50% log-volume + 50% winsorized YoY) with ranks and quartile tiers b1..b4. National 'United States' row kept as month-level context. Cadence: monthly; as_of is the Socrata view's updatedAt date, so identical input yields an identical content hash. Caveats: provisional counts subject to revision; 12-month-ending smoothing lags turning points; drug shares are non-additive; NYC reports separately from NY State; Louisiana has no drug-mix breakdown (honest nulls); the burden score is a within-month gauge, not a per-capita rate. Sample use: filter surging_flag for accelerating states, or order by burden_rank for the heaviest current burden.
