US environmental compliance pressure (EPA ECHO, monthly)

Per-state environmental compliance-pressure intelligence for 51 US jurisdictions (50 states + DC) across three EPA ECHO media programs — Clean Water Act, Clean Air Act, and RCRA hazardous waste (153 state × media rows per monthly snapshot). Raw ECHO summary counts (active facilities, 5-year inspections, formal/informal enforcement actions, 3-year and current violations, significant violations, federal penalties) are normalized per 100 active facilities and combined into a documented 0–100 compliance-pressure score (higher = more violations/enforcement activity per facility; weights 0.30/0.25/0.20/0.15/0.10 on significant violation, current violation, formal action, informal action rates and penalties per facility, each min–max normalized within its media), with per-media rank, high/elevated/low tiers, and a cross-media state rollup. Caveats: rolling 3-year/5-year ECHO windows (not calendar months); facility counts, not violation counts; penalties are federal dollars from formal actions only; cross-state gaps partly reflect state reporting completeness. Primary key: (as_of, state_code, media). Join keys: state_code (USPS), country_code (USA). Cadence: monthly; as_of is the first of the UTC month, so same-month re-runs are no-ops. EPA ECHO is U.S. federal government work (public domain, 17 U.S.C. § 105) — commercial_use = yes. Sample use: filter as_of = latest and media = 'cwa', order by compliance_pressure_score desc for the highest-pressure water-program states.
