Provenance: agent-curated (intel-4 run 2026-09-29) from the Federation of Tax Administrators' 2026 state table (read in full 2026-09-29; six windows spot-verified against state legislature/revenue sources); rows encode the table verbatim and the code parses dates, scores, and hashes. Caveats: local participation is opt-in in some states and is not encoded (rows are state-level); cap summaries are shorthand — exact qualification rules live with each state's revenue department; states with no 2026 holiday have no rows (absence = no holiday); 2027 dates are not yet published (annual snapshot, yearly cadence).
