U.S. Treasury reporting rates of exchange, quarterly
The U.S. Treasury's official reporting rates of exchange ("Treasury Reporting Rates of Exchange"): the rates federal agencies must use when converting foreign-currency balances to U.S. dollars for official reporting, in foreign currency units per 1 USD — not market rates and not for transaction pricing. Published quarterly for ~165 countries/currencies; observations are dated by effective_date (the operative date of the rate), and Treasury occasionally amends a published quarter by reissuing a currency with a later effective_date (kept, latest-wins by publication date). One published zero rate (Zimbabwe-Dollar, 2019-09-30) is kept verbatim with a warning, not dropped. Countries carry multiple legal tenders where applicable (e.g. Cuba-Chavito and Cuba-Peso); country names are the provider's verbatim labels (no ISO alpha-3 codes — "Korea" is genuinely ambiguous). History from 2001-Q1.

| Colonne | Type | Description |
|---|---|---|
| date | date | Month of observation, mapped to the first day of the month from the provider's Record Date ("The date that data was published"). Debt to the Penny is published daily; MTS, average interest rates and interest expense are published monthly at month-end. The par yield curve is published daily (U.S. business days); its dates are the provider's CSV Date values (MM/DD/YYYY) verbatim. For the reporting rates of exchange, date is the provider's Effective Date ("The date that the exchange rate is effective", the operative date of the rate), not the publication date. |
| country | string | Country, the provider's verbatim country label (Display Name "Country"). Not ISO-coded: labels such as "Korea" are genuinely ambiguous, so the verbatim label is kept. |
| currency | string | Currency, the provider's verbatim currency label (Display Name "Currency"). Countries may carry multiple legal tenders (e.g. Cuba-Chavito and Cuba-Peso). |
| series_id | string | Stable machine identifier for the series. Built from the provider's own description fields (never the classification_id, which the MTS dictionary notes changes with every publication): debt measures use short slugs of the provider's Display Names; MTS uses monthly_/fytd_/fy_ prefixes; interest-rate and interest-expense series slug the provider's type/group descriptions; par yield curve series use tenor slugs such as '1mo', '1_5mo', '2yr', '10yr' built from the provider's verbatim tenor headers; reporting-rate series use the verbatim Country - Currency Description (e.g. 'canada_dollar'). |
| series_label | string | Human-readable series name using the provider's own wording (Display Names and description fields from the Fiscal Data data dictionaries), e.g. "Debt Held by the Public" or "Marketable — Treasury Bills". For the reporting rates of exchange the verbatim Country - Currency Description. |
| unit | string | Unit of value: "USD" for dollar amounts (the provider's CURRENCY data type) or "%" for rates (the provider's PERCENTAGE data type, percent per annum). Reporting rates of exchange use "<currency> per USD" (e.g. "Euro per USD"): foreign currency units per 1 U.S. dollar. |
| value | float | Observed value as a number. Fiscal Data returns missing observations as the string "null"; these become null here. For the MTS deficit/surplus series a positive value means a deficit (outlays exceeded receipts). Reporting rates of exchange are non-negative — one published zero (Zimbabwe-Dollar, 2019-09-30) is kept verbatim with a warning, not dropped. |
