Method: jurisdiction names entity-resolved to USPS codes + 2-digit FIPS through a closed map; the 25 DOL footnotes transcribed verbatim as the audit trail; frequency boxes classified into a canonical strictest frequency; unregulated states keep nulls, never zeros. Caveats: the DOL table is a summary last revised 2023-01-01 and states amend statutes — re-verified annually; what each 'X' means varies by state (see the footnotes); confirm against the relevant state labor office before acting on it.
