US state sales-tax demand intelligence (quarterly)
Quarterly US state retail-demand intelligence from the keyless U.S. Census Bureau QTAX Table 3 workbooks: one row per quarter per state (50 states + DC + a U.S. total row), 2019Q1 to 2026Q2. Each row carries published general sales and gross receipts tax collections (T09, thousands of dollars) and total tax collections, the T09 share of the tax mix, gap-aware quarter-over-quarter and year-over-year changes (YoY is the primary momentum lens — retail is seasonal), a trailing 8-quarter z-score, and a documented 0-100 retail-demand score (60% winsorized YoY momentum + 40% z-score momentum, min-maxed within each quarter across the states), with deterministic per-quarter demand ranks, rank-quartile tiers, 8-quarter-record-high and sharp-drop (YoY <= -10%) flags, and the Census revision flag. Method: thirty quarterly workbooks in two Census layouts parsed to one tidy panel; state names entity-resolved to USPS codes + FIPS; the four states with structurally-null T09 (AK, DE, MT, NH) keep explicit nulls — Oregon, though it has no retail sales tax, carries numeric T09 because its Corporate Activity Tax (a gross-receipts tax, effective 2020) is classified by Census under T09; momentum requires exact quarter spacing. Caveats: collections reflect taxable sales, not total retail sales (coverage varies by state tax base); the latest quarter can be revised (flag 'r'); the score is a relative demand gauge, not a forecast. U.S. federal public domain (commercial reuse allowed with attribution to the U.S. Census Bureau).

| Colonne | Type | Description |
|---|---|---|
| quarter | string | Calendar quarter label 'YYYY-Qn' (e.g. '2026-Q2'); the ISO quarter join key. |
| quarter_start | string | First day of the quarter; the ISO date join key. (unit: ISO date) |
| year | integer | Calendar year of the quarter. |
| q | integer | Quarter number within the year (1-4). |
| state | string | Canonical state name ('California', 'District of Columbia'); 'United States' on the national row. |
| state_code | string | USPS state abbreviation ('CA'); 'US' on the national row; the region join key. |
| fips | string | Two-digit FIPS state code ('06'); null on the national row. |
| country_code | string | ISO alpha-3 country code (USA for every row). (unit: ISO 3166-1 alpha-3) |
| is_national | boolean | 1 on the U.S. total row ('U.S. Total (excludes Washington, D.C.)'), 0 on state rows. Demand ranks/tiers/score are computed across state rows only. |
| sales_tax_rev_k | float | Published general sales and gross receipts tax collections (QTAX tax code T09), verbatim from the Census workbook. Null for the four states with structurally-null T09 (AK, DE, MT, NH) — structural nulls, never zeros. Oregon, though it has no retail sales tax, carries numeric T09 because its Corporate Activity Tax (a gross-receipts tax, effective 2020) is classified by Census under T09. (unit: thousands of US dollars) |
| total_tax_rev_k | float | Published total state government tax collections for the quarter, verbatim from the Census workbook. (unit: thousands of US dollars) |
| sales_tax_share_pct | float | sales_tax_rev_k as a percent of total_tax_rev_k — how sales-tax-dependent the state's revenue mix is. (unit: percent) |
| sales_tax_qoq_pct | float | Quarter-over-quarter percent change in T09 collections, computed only when the previous quarter is present (seasonality-contaminated — use with care). (unit: percent) |
| sales_tax_yoy_pct | float | Year-over-year percent change in T09 collections — the primary momentum lens (retail is seasonal). Null for the first four quarters of each state's history. (unit: percent) |
| sales_tax_z_8q | float | Z-score of T09 collections versus the state's own trailing 8-quarter mean/std (minimum 4 observations; null when the trailing std is zero). (unit: standard deviations) |
| retail_demand_score | float | Documented 0-100 retail-demand score: 100 * (0.60 * minmax(clip(sales_tax_yoy_pct, +/-25)) + 0.40 * minmax(clip(sales_tax_z_8q, +/-3))), min-max taken within each quarter across the state rows (national row null). Higher = stronger retail-demand momentum that quarter. Degenerate quarters (all-equal inputs) score 50 neutral. (unit: 0-100 index) |
| demand_rank_q | string | Per-quarter deterministic rank of retail_demand_score across the states (1 = strongest demand; ties share the min rank). Null on the national row. |
| demand_tier | string | Rank-quartile tier of retail_demand_score within the quarter: 't1' = top quartile of that quarter's state ranks (strongest demand) .. 't4'. Ties share the min rank and the same tier. Null on the national row. |
| record_high_8q_flag | integer | 1 when T09 collections are at their trailing-8-quarter maximum (minimum 8 observations). |
| sharp_drop_flag | integer | 1 when sales_tax_yoy_pct <= -10% (documented sharp-drop threshold). |
| no_sales_tax_state | integer | 1 for the five states with no statewide retail sales tax (AK, DE, MT, NH, OR). AK/DE/MT/NH carry a structural null in sales_tax_rev_k; Oregon carries numeric T09 (its Corporate Activity Tax, a gross-receipts tax, is classified by Census under T09). |
| revision_flag | string | 'r' = Census revised the figure from a previously published amount, 'p' = preliminary, '' = final as published (the 2026Q2 layout carries no per-cell flags). |
| as_of | string | Fetch date of the panel (ISO date). (unit: ISO date) |
| source_url | string | The exact Census workbook URL behind this quarter's row (provenance). |
| row_hash | string | Deterministic 16-hex row identity: sha256('QTAX-SALES|<state_code>|<year>-Q<q>'). |
