US state paid family & medical leave (PFML) program intelligence, agent-curated 2026-10-01: 17 jurisdictions with mandatory paid-leave insurance (14 PFML programs — 12 active plus Maryland and Virginia upcoming — and paid-medical-only TDI in Hawaii and Puerto Rico), one row per program with 2026 contribution rates (employee/employer split), taxable wage base, max weekly benefit, leave durations, small-employer rules, and a documented 0-100 pfml_pressure_score (rate burden + 2026 momentum + benefit generosity). Captures the 2026 wave: benefit launches in Minnesota, Delaware and Maine; Washington's premium hike to 1.13%; Maryland's 0.90% 2027 launch rate; Virginia's newly enacted 2028 program. A payroll/HR sales team joins on state_code to rank territories by employer cost; multi-state employers read it for labor-cost planning. Voluntary programs (NH, VT) and WA Cares LTC deliberately excluded. Re-verify annually.
