Monthly intelligence over FEMA disaster declarations: every Major Disaster (DR), Emergency (EM), and Fire Management (FM) declaration in the trailing 60 complete months (2021-09-01 → 2026-09-01 for this snapshot), deduplicated to one row per declaration (the API returns one row per designated area). Each row carries the normalized incident category (9-value closed taxonomy), incident-type raw value, declaration and incident dates, incident duration in days (elapsed-so-far for still-open incidents), days from governor request to declaration, the four assistance-program flags (IA/PA/HM/IH) with a program count, tribal-request flag, designated-area count, per-state 5-year declaration context, country_code USA + state code/name join keys, the canonical FEMA disaster page URL (DR records), and a documented 0-100 severity_score (45% declaration-type weight + 25% program profile + 20% log-scaled duration + 10% log-scaled area count) ranked as severity_rank with s1–s4 tiers. Primary key: (month, fema_declaration_string). Cadence: monthly. Nullability: incident_end_date null for open incidents; disaster_url null for EM/FM records; days_request_to_declaration null when the request date is absent. Caveats: severity is a triage heuristic, not a damage estimate (no obligation/cost input in the source); disaster closeout dates were omitted (only ~10% coverage). Agent-curated by intel-3 (2026-09-25): collection = keyless OpenFEMA API paged sweep; transformation = area-row collapse dedupe + incident taxonomy + date arithmetic + program profiling + severity scoring. FEMA records are U.S. federal government work under use-restricted terms (statistical research/reporting only) — commercial_use = unclear. Sample use: order by severity_rank for the most disruptive declarations of the last five years, or group by incident_category for the hazard mix.
