Quarterly general-government fiscal-balance panel from Eurostat's official keyless dissemination API: net lending(+)/net borrowing(-) as a percentage of GDP (seasonally and calendar adjusted) per European country and quarter from 1995-Q1, with deficit/surplus flags, the -3%-of-GDP Excessive Deficit Procedure breach flag, quarter-on-quarter and year-on-year changes in percentage points, the gap versus the EA21 aggregate, within-quarter balance ranks and deterministic row hashes. Eurostat observation flags (provisional/break-in-series) kept verbatim; missing cells are honestly absent, never imputed, and derived metrics never bridge gaps. Who joins this: sovereign-risk and fiscal-monitor models join quarterly deficit momentum on (geo, quarter); rates and FX desks read the EDP-breach flag alongside debt trajectories; expansion planners track fiscal stance across markets. Eurostat dataset gov_10q_ggnfa ('Quarterly non-financial accounts for general government'). Complements the catalog's quarterly debt-stock panel (eu_debt_signals) with the deficit/surplus flow at the same frequency.
