US state monthly retail electricity price intelligence from the keyless U.S. Energy Information Administration Form EIA-861M monthly workbooks: one row per month per state per sector (residential, commercial, industrial, transportation), 2017-01 to present, 50 states + DC. Each row carries the average retail price (cents/kWh, computed as 100 * summed revenue / summed sales across utilities), the customer count, the same-month US average price, the state's premium or discount vs the US in cents and percent, gap-aware month-over-month and year-over-year changes in cents and percent (null when a comparison month is missing or not exactly 1/12 months earlier — never annualized or filled), the per-month cross-state price and premium ranks, a price quintile tier, a documented 0-100 power-bill pressure score (50% winsorized YoY momentum + 50% trailing-12-month range position), and sharp-move (>=5% MoM) / 12-month-record-high flags, plus a final/preliminary data-status marker. Method: aggregate EIA's utility-level filings to the state x sector grain; momentum requires exact month spacing. Caveats: prices are billed-revenue averages (not quoted tariffs); the transportation sector is genuinely sparse (EV charging footprint); recent months arrive Preliminary and are revised by EIA; the score is a relative history gauge of bill pressure, not a price forecast.
