Publisher-level freshness ranking for Canada's Open Government Portal (open.canada.ca): one row per publishing organization with dataset counts, share updated in the last 12 months, median days since update, stale share, and a documented 0-100 freshness_index (mean of the org's dataset freshness scores) ranked 1..N with deterministic tie-breaks and excellent/good/fair/poor tiers. Built from the keyless CKAN package_search API over the full catalog. Open Government Licence - Canada (commercial reuse allowed); source: Government of Canada Open Government Portal.

Column	Type	Description
as_of	string	Snapshot reference date (UTC). Day granularity: same-day re-runs are idempotent. (unit: ISO date)
country_code	string	ISO alpha-3 country code (CAN for every row). (unit: ISO 3166-1 alpha-3)
org_code	string	Publisher organization code from the portal (e.g. statcan, nrcan-rncan). Primary join key with the org ranking.
org_name_en	string	Publisher name, English side of the portal's bilingual org title.
org_name_fr	string	Publisher name, French side (null when the portal gives no French side).
dataset_count	integer	Number of dataset packages published by the org in this snapshot. (unit: count)
share_updated_12m_pct	float	Share of the org's datasets touched in the last 12 months. (unit: percent)
median_days_since_update	float	Median days since update across the org's datasets. (unit: days)
share_stale_pct	float	Share of the org's datasets untouched for over a year. (unit: percent)
n_resources_total	integer	Total resources across the org's datasets. (unit: count)
freshness_index	float	Mean of the org's dataset freshness_scores (dataset-count-weighted by construction). (unit: score 0-100)
freshness_rank	integer	Publisher rank of freshness_index (1 = freshest), deterministic tie-break on org_code. Null when the org has no scorable datasets. (unit: rank)
org_tier	string	excellent (>=75) / good (>=55) / fair (>=35) / poor (<35) by freshness_index.
row_hash	string	Deterministic 16-hex row hash of dataset_id/org_code + as_of (idempotency).
