US county health-marketplace affordability panel (annual)
Annual US county health-marketplace affordability panel from the CMS Marketplace Open Enrollment County-Level Public Use Files (keyless, plan years 2020 onward): consumers with a plan selection (new vs renewals, active vs auto, switching), average monthly premium before and after APTC subsidies, APTC/CSR recipiency, metal-level and income-band mix, and dental attachment for every county in the HealthCare.gov states. Carries YoY momentum, a documented 0-100 premium_burden_score with within-year ranks and tiers, and an enrollment record flag. CMS-suppressed cells stay null; five accounting identities are checked per row. Who joins this: subscription businesses read county+year burden for churn-risk regimes; shops use premium-burden momentum as a discretionary-spend headwind; sales teams weight territories by the burden score.

|---|---|---|
| plan_year | integer | Marketplace open-enrollment plan year (2020 onward). One row per county per plan year; the state set shrinks over time (39 states in 2020 -> 31 in 2026) as states launch their own exchanges — a county missing in a year simply has no row. (unit: year) |
| date | date | January 1 of the plan year (ISO-date join key). (unit: ISO date) |
| county_fips | string | 5-digit county FIPS code (2-digit state prefix + 3-digit county). Primary geography join key; the prefix is validated against the state abbreviation. (unit: FIPS) |
| county_name | string | County name from the vintage workbooks (e.g. 'Autauga County'). Null when no workbook carried the FIPS — never invented. (unit: string) |
| state_abbreviation | string | USPS 2-letter state code (HealthCare.gov states only). (unit: string) |
| state_name | string | State name. (unit: string) |
| country_code | string | ISO 3166-1 alpha-3 country code (USA). (unit: string) |
| consumers | integer | Consumers with a marketplace plan selection. The binding measure: rows with a CMS-suppressed ('*') count are dropped, never zero-filled. (unit: persons) |
| new_consumers | integer | New consumers (not enrolled the prior plan year). (unit: persons) |
| total_renewals | integer | Total re-enrollees (active + automatic). (unit: persons) |
| active_renewals | integer | Consumers who actively re-enrolled (vs automatic). (unit: persons) |
| auto_renewals | integer | Consumers automatically re-enrolled. (unit: persons) |
| new_consumer_share | float | new_consumers / consumers — market-expansion leg. (unit: ratio) |
| auto_renewal_share | float | auto_renewals / consumers — inertia leg. (unit: ratio) |
| active_switch_share | float | Active re-enrollees who switched plans / active_renewals — shopping-intensity leg. (unit: ratio) |
| avg_premium_usd | float | Average monthly premium before APTC (published). (unit: USD/month) |
| avg_premium_after_aptc_usd | float | Average monthly premium after APTC (published) — what households actually pay. (unit: USD/month) |
| avg_aptc_usd | float | Average monthly APTC among APTC recipients (published). (unit: USD/month) |
| aptc_share | float | Consumers receiving APTC / consumers — subsidy-dependence leg. (unit: ratio) |
| csr_share | float | Consumers receiving cost-sharing reductions / consumers. (unit: ratio) |
| low_income_share | float | Consumers at <=200% of the federal poverty level (FPL_LT100 + FPL_100_150 + FPL_150_200) / consumers. Null for plan years 2020-2021: CMS published FPL_NFA (not comparable) instead of FPL_LT100. (unit: ratio) |
| bronze_share | float | Bronze-plan consumers / consumers. (unit: ratio) |
| silver_share | float | Silver-plan consumers / consumers. (unit: ratio) |
| gold_share | float | Gold-plan consumers / consumers. (unit: ratio) |
| age_55_plus_share | float | (Age_55_64 + Age_GE65) / consumers — older, pricier risk pool leg. (unit: ratio) |
| dental_attach_rate | float | Standalone dental plan consumers / consumers. (unit: ratio) |
| consumers_yoy_pct | float | Year-over-year percent change in consumers (null for a county's first vintage or when the prior vintage is missing — never imputed). (unit: percent) |
| avg_premium_yoy_pct | float | Year-over-year percent change in average premium. (unit: percent) |
| premium_after_aptc_yoy_pct | float | Year-over-year percent change in the average out-of-pocket premium — the household-cost momentum leg. (unit: percent) |
| aptc_share_yoy_pp | float | Year-over-year change in APTC share, percentage points. (unit: percentage points) |
| premium_burden_score | float | Documented 0-100 affordability-pressure gauge: 100 * mean of within-year min-maxed clip(avg_premium_after_aptc_usd, 0..1500) and clip(premium_after_aptc_yoy_pct, -30..+30). Higher = households pay more out of pocket and it is rising faster. A county's first vintage scores on the level leg alone; null only when both legs are null. (unit: 0-100 score) |
| burden_rank | integer | Within-plan-year rank of premium_burden_score (1 = heaviest burden). (unit: rank) |
| burden_tier | string | Quartile bucket of premium_burden_score within the plan year: t1 (lightest) .. t4 (heaviest). (unit: tier) |
| enrollment_record_flag | integer | 1 when consumers equal the county's all-vintage maximum. (unit: binary) |
| source_url | string | The vintage ZIP URL behind this row. (unit: URL) |
| row_hash | string | Deterministic 16-hex sha256 of county_fips + plan_year + consumers + avg_premium_usd (idempotency key). (unit: string) |
| country | string | Country name (shared normalization layer). (unit: string) |
