Federal Register regulatory activity digest (weekly)

Weekly digest of every document published in the Federal Register over the trailing 7 complete days (week ending Thursday 2026-09-24), from the keyless official Federal Register API v1. Each row is one document (document_number PK): fine-grained document-type taxonomy (rule, proposed_rule, notice, executive_order, proclamation, memorandum, determination), primary agency canonicalization with full agency list, EO-12866 significance flag, comment-period arithmetic (comment_days_remaining at as-of), docket/RIN/CFR cross-references, per-agency weekly activity context, and a documented 0-100 regulatory-attention score (45% document type, 25% significance, 15% comment urgency, 15% agency activity) ranked as attention_rank with a1..a4 tiers. Columns: as-of date, ISO week, document number, publication date, document type, title, abstract, primary agency, all agencies, agency count, significance, comment close date, comment days remaining, comment open flag, effective date, docket ids, CFR references, regulation id numbers, page span, volume, citation, provenance URLs, agency week-context counts, attention score/rank/tier, row hash. Primary key: (as_of, document_number). Cadence: weekly; the as-of date is fixed per run so identical input produces an identical content hash. Caveats: presidential subtypes live in doc_type (presidential-only fields would trip the hub's 95% null-rate gate); correction linkage is omitted for the same reason; docket ids tripping the phone-PII pattern are redacted individually (regulatory identifiers, not phone numbers); significance is only meaningful for rules. U.S. federal public domain — commercial_use = yes with attribution to the Office of the Federal Register. Sample use: filter attention_tier = 'a1' for the week's highest-weight regulatory actions, or comment_open = 1 for live comment windows.
