Electricity available to market vs 2016-2019 baseline (monthly)
Monthly percentage change of electricity available to the internal market relative to the lowest published value for the same calendar month over 2016-2019, for EU member states, EFTA countries, EU candidates and EU/euro-area aggregates. Eurostat dataset nrg_cb_eim ('Electricity available to internal market'), filtered to freq=M and unit=PCH_LV_M_16-19 ('Percentage change of the current month compared to the lowest value for the corresponding month in the period 2016-2019'). Each row is one (month, country). The fixed 2016-2019 baseline reads as the post-energy-crisis structural picture: Germany runs roughly 8% below its pre-crisis minimum in mid-2025 (e.g. DEU 2025-06 = -8.26%), while France has nearly clawed back to its baseline (FRA 2025-01 = +0.18%) after the nuclear-outage years. Negative values are genuine and are kept; the companion YoY dataset 'electricity-available-to-market-yoy-change-monthly' shows the same movement against the rolling 12-month base. Method: Eurostat compiles monthly energy statistics transmitted by the member states; non-EU/EFTA/candidate countries are dropped (same licensing rule as the other Eurostat datasets). Units: percent. Caveats: recent months are provisional and revised; the UK and Kosovo (XK) are dropped by the connector's commercial-use geo rule; Moldova publishes no PCH_LV_M_16-19 cells (genuine upstream gap, kept missing never zero-filled); the EU27_2020, EA21, EA20 and EA19 aggregates are included as published. Coverage: ~38 geographic units after the geo rule, 2020-01 to the present, monthly. Provenance: Eurostat keyless JSON-stat API, free reuse with attribution (Commission Decision 2011/833/EU) - please cite Eurostat. Primary key: (month, country_code). Join keys: country_code (ISO 3166-1 alpha-3), month. Cadence: refreshed monthly; Eurostat updates the table with roughly a two-month lag. Sample use: filter country_code='DEU' to track Germany's structural electricity-demand decline against its pre-crisis minimum.
