Youth unemployment refers to the share of the labor force ages 15-24 without work but available for and seeking employment, in percent of the total youth labor force (national estimate), for the 8-country panel (USA, Canada, UK, Germany, France, Japan, China, India). Definitions of labor force and unemployment differ by country, so cross-country levels are not fully comparable (national-estimate methodology). The World Bank publishes the indicator in the World Development Indicators from the ILO Labour Force Statistics database (ILOSTAT), accessed 2026-06-22; WDI vintage last updated 2026-07-13. It is the youth slice of the connector's total unemployment dataset: youth rates run well above total rates everywhere on the panel (IND 2023: 15.47% youth vs 4.17% total), and it is the standard entry point for school-to-work and labor-market-inclusion analysis. Japan has the lowest youth rate in every fixture year (4.03% in 2023); the panel leader shifts from India (20.68% in 2021) to France (17.63% in 2023); China's 2022 and 2023 cells are null upstream (genuine reporting gap, kept verbatim, never interpolated). Units: % of total labor force ages 15-24.
