Quarterly enrichment signals scoring employer demand for H-1B specialty-occupation hiring, built from the U.S. Department of Labor OFLC's public LCA disclosure file for FY2026 Q3 (cumulative fiscal-year-to-date, determinations 2025-10-01 through 2026-06-30; keyless XLSX, no registration). Rows are filtered to VISA_CLASS = 'H-1B' and attributed to FY2026 Q1-Q3 by case DECISION_DATE — the file's own organizing principle (RECEIVED_DATE fallback). Employer names are resolved deterministically (ASCII-fold, uppercase, '&'->AND, punctuation stripped, trailing legal suffixes removed); offered wages are annualized from WAGE_UNIT_OF_PAY (Hour x2080, Week x52, Bi-Weekly x26, Month x12, Year x1). Per (fiscal_quarter, employer): n_lca_filings, n_positions_requested, n_certified (CASE_STATUS starting 'Certified', incl. 'Certified - Withdrawn') / n_denied / n_withdrawn, cert_rate (null when no decided cases), worksite-state breadth (n_worksite_states, top_worksite_state + share), offered-wage p25/median/p75 in USD, top SOC code + share, n_distinct_soc, tech_position_share (SOC 15-xxxx), quarter-over-quarter filing change and pct (null for Q1), demand_score = 100 * (50% min-max(log1p(positions)) + 30% cert_rate(null->0.5) + 20% min-max(log1p(distinct SOCs))), min-maxed within the quarter so it is a relative, not absolute, demand gauge, plus demand_rank, demand_tier quintiles, and surge_flag (QoQ >= +50% on a base of >= 5 filings). Who joins this: a sales team joins demand_score/demand_tier/surge_flag per employer to their target-account list on normalized company name + fiscal_quarter to prioritize accounts with expanding US specialty hiring; a subscription business joins top_worksite_state + quarter for regional expansion timing. Primary key: (fiscal_quarter, employer_key); join keys: employer_key, employer_display, fiscal_quarter, top_worksite_state, country_code (ISO alpha-3, always USA — the LCA program is US-only). Nullability: cert_rate null when the employer has no certified/denied cases in the quarter; qoq_* null for FY2026Q1; wage percentiles null when no usable wage on the employer's filings. Caveats: demand_score is within-quarter relative, not comparable across quarters; quarters reflect determination timing — the underlying filing typically precedes it by days to weeks, so quarter edges carry a small timing lag; LCA filings are labor attestations, not visa approvals (many filings never become petitions); employer names are self-reported and normalized heuristically — join on employer_key after applying the same normalization. No case-level personal data is stored.
