Annual share of individuals aged 16 to 74 with at least basic overall digital skills, for EU member states, EFTA countries, EU candidate countries and EU/euro-area aggregates. Eurostat dataset isoc_sk_dskl_i21 ("Individuals' level of digital skills (from 2021 onwards)"), filtered to the headline indicator I_DSK2_BAB ('Individuals with basic or above basic overall digital skills'), unit PC_IND (percent of individuals), total population 16-74. Each row is one (year, country). Method: Eurostat's ICT survey scores five competence areas (information and data literacy, communication and collaboration, digital content creation, safety, problem solving); a respondent counts as 'basic or above' when all five areas reach at least basic level. This is the EU Digital Decade headline target series. Units: percent of individuals. Caveats: the ICT survey runs the digital-skills module every two years, so observations are biennial (2021, 2023, 2025, ...) and the connector is declared yearly with no-op refreshes in off years; the 2021-onwards methodology is not comparable with the pre-2021 digital-skills series; Kosovo (XK) is dropped by the connector's commercial-use geo rule; the EU, EU27_2020 and EA aggregates are included as published. Coverage: ~38 geographic units after the geo rule, 2021 to the present. Provenance: Eurostat keyless JSON-stat API, free reuse with attribution (Commission Decision 2011/833/EU) - please cite Eurostat. Primary key: (year, country_code). Join keys: country_code (ISO 3166-1 alpha-3), year. Cadence: refreshed yearly; Eurostat updates the ICT indicators in spring. Sample use: filter country_code='DEU' to track Germany's progress toward the Digital Decade target.
