U.S. Bureau of Labor Statistics
US state labor-turnover intelligence from the BLS Job Openings and Labor Turnover Survey bulk flat files (keyless, U.S. public domain): all 50 states plus DC, monthly estimates December 2000 to December 2025, seasonally adjusted total nonfarm. Levels (thousands) and rates (percent) for job openings, hires, total separations, quits, and layoffs & discharges, plus BLS's unemployed-per-job-opening ratio. Method: the closed SA state slice is resolved from jt.series (fail loud on any missing or duplicate series), monthly M01-M12 rows pivoted wide, annual averages dropped, '-' cells kept as honest NULLs, preliminary (footnote P) months flagged. Derived signals: month-over-month change (pp for rates, pct for levels), trailing-12-month z-scores for quits/layoffs/openings rates, layoff-spike / quit-surge / hiring-freeze flags, openings-per-unemployed tightness, and a documented 0-100 labor_strength_score (equal-weighted min-max of openings/hires/quits rates and inverted layoffs rate over each state's own history) ranked monthly as strength_rank. Publication change: BLS moved State JOLTS from monthly to an ANNUAL release in July 2026 — each July publishes one more December-anchored year of monthly estimates, so the panel refreshes yearly with a 7-19 month lag (structural/analytical use: site selection, territory planning, wage-pressure analysis). Caveats: state JOLTS estimates carry larger sampling error than national figures; the score is relative to each state's history, not an absolute cross-state comparison.
